BROTHERLY LOVE

Jeb Bush used his turn on the Republican's national stage to make a spirited, personal defense of his brother, George W. Bush, whose oft-criticized presidency has been barely mentioned at the party's convention.

"My brother, well, I love my brother. He is a man of integrity and courage and honor," Bush said before launching into his formal remarks, which focused on education policy.

Early in his brother's two-term tenure, America was shocked by the Sept. 11 terror attacks. Jeb Bush said: "During incredibly challenging times, he kept us safe."

Delegates responded with a standing ovation.

THE WONDER YEAR?

While speaker after speaker at the Republican National Convention lambasted Barack Obama ? and more than one mocked the final night of his 2008 convention in Denver ? they appropriated one of the best-known songs of that Democratic night's musical star, Stevie Wonder.

The Obama campaign played the song, "Signed, Sealed, Delivered I'm Yours," frequently at the end of the candidate's rallies that year, and Wonder himself sang it on the final night of Obama's convention at Denver's Invesco Field.

Thursday night, playing Newt and Callista Gingrich offstage, the GOP convention's band swung into the song, the second time it was featured in the hall this week.

FULL-THROATED DEFENSE

The last Republican president, George W. Bush, has been almost invisible at this convention ? until Thursday night. Almost no previous speaker had mentioned the president who immediately preceded Barack Obama. Vice presidential nominee Paul Ryan even took an oblique swipe at Bush, noting in his speech Wednesday night that the country's budget and debt problems had been caused not just by Obama, but by administrations before his.

That changed Thursday night, when the former president's brother, former Florida Gov. Jeb Bush made an impromptu ? and full throated ? defense of his brother at the start of his speech to the delegates. Jeb Bush's speech was on education. But before he leapt in, Jeb Bush got the crowd roaring by telling the crowd of delegates "I love my brother." In a very troubled time for America, Jeb Bush said, "He kept us safe."

George W. Bush was just a few months into his presidency when terrorists flew airplanes into the World Trade Center in New York City and the Pentagon, killing thousands of Americans. In the aftermath of those Sept. 11 attacks, then-President Bush ordered American troops first into Afghanistan to attack al-Qaida and then later into Iraq to overthrow dictator Saddam Hussein.

REAGAN REDUX

Ronald Reagan is at the Republican National Convention once again ? if merely in spirit.

As the final session began Thursday night, a nostalgic Reagan video backed by music and sentimental imagery summoned the way the conservatives have framed his legacy. "As we continue our journey we think of those who traveled before us," Reagan's voice said over clips of war veterans and families. In a montage of images that ranged from space shuttles to Sandra Day O'Connor, his narrative was repackaged and re-offered to conservatives 23 years after he left office and eight years after he died. "Mr. Gorbachev, tear down this wall," Reagan said once again Thursday night.

There's no more potent image for the Republicans to summon, of course. This is a man who is the most towering icon of modern conservatism. When Reagan is brought out, it's always about imagery and implied GOP renewal ? about a "springtime of hope" and the notion of America as the shining city on the hill.

Then the music swelled and faded, the video ended and two fresh speakers walked on stage: Newt Gingrich and his wife Callista.

WHAT'S OBAMA DOING?

White House spokesman Jay Carney says Obama is "fully aware" of the happenings at the Republican convention in Tampa this week. But he says he doesn't think the president watched Paul Ryan's speech Wednesday night, nor does he know whether Obama will watch Romney address the GOP convention Thursday.

Carney didn't say whether he thought Ryan's speech was factually accurate. But he criticized Romney's campaign more broadly for distorting Obama's record and policy positions in speeches and advertisements.

"Perhaps when the facts aren't on your side, you ignore the facts," Carney says.

HIGH-SPEED RAIL

Tampa Mayor Bob Buckhorn is all smiles, happy that so far his city has avoided widespread confrontations and arrests that have marred other conventions.

But that doesn't mean he's pleased with everything.

Buckhorn, a Democrat, used his daily press briefing to argue Tampa needs more mass transit options to build from the "worldwide" exposure it got during the convention.

In early 2011, Florida Gov. Rick Scott turned down a federal grant to help build a high-speed rail line between Tampa and Orlando. The Republican governor argued the state would wind up spending more than anticipated because it would cost more than initially projected.

Buckhorn took a swipe at Scott by noting that Detroit's mayor had thanked him recently because high-speed rail money once destined for Florida was redirected to other states and cities.

POLICE-PROTESTER LOVE?

As the Republican National Convention wears on, protesters are getting worn out.

The busloads of protesters ? who are staying at a makeshift camp dubbed "Romneyville" ? have seen their food and water supplies dwindle. Law enforcement has noticed, as well.

So on Thursday morning, police brought boxed lunches of sandwiches, fruits and ice-cold water to Romneyville. Chief Jane Castor said police had extra food, so they decided to donate it rather than throw it out.

Castor, during a morning news conference, said simply: "We're here to serve the public."

WHO'S TUNING IN

Sure, political conventions aim to fire up the die-hard partisans in the arena, but they're also made-for-TV events designed to appeal to undecided voters. Recent polling suggests they may not be hitting their mark.

A Pew Research Center survey before the Republican convention began found just over four in 10 adults were interested in following each party's convention.

Partisans were most interested in their own gathering ? 70 percent of Republicans were interested in this week's events and 66 percent of Democrats were interested in their party's upcoming convention. Fewer partisans check in on the other team: 41 percent of Democrats were interested in the goings-on in Tampa, Fla., while 28 percent of Republicans were interested in tuning in for Obama's re-nomination.

Among independents, just 37 percent said they were interested in the Republican convention, 36 percent in the Democratic one.

For Republicans angling for young, disaffected Obama voters, the convention may not be their best chance. Overnight ratings for the GOP convention suggested less than 10 percent of viewers were under age 35. The Pew poll found less than 30 percent of twenty-somethings were interested in the political conventions.

ROMNEY PREVIEW

In his big speech, Mitt Romney will make a direct appeal to voters who felt excited to cast a ballot for Barack Obama four years ago.

"If you felt that excitement when you voted for Barack Obama, shouldn't you feel that way now that he's President Obama?" Romney says in excerpts released before his Thursday night speech. "You know there's something wrong with the kind of job he's done as president when the best feeling you had, was the day you voted for him."

You've been let down, Romney's telling former Obama voters, by a presidency that lapsed into disappointment and division.

"Many Americans have given up on this president, but they haven't ever thought about giving up," Romney says. "Not on themselves. Not on each other. And not on America."

Riffing on Obama's 2008 catchphrase, "Yes we can," Romney plans to tell Americans, "Now is the moment when we CAN do something."

What can Americans do, according to Romney? Vote for him.

POLITICAL FOOTBALL

There may be large swaths of a Republican stronghold otherwise occupied during Mitt Romney's big speech Thursday night. College football debuts at the same time, and that can trump anything else on TV, especially in the pigskin-crazy South.

The marquee matchup happens down in Tennessee, with Steve Spurrier's No. 9 South Carolina Gamecocks taking on the Vanderbilt Commodores in Nashville at 7 p.m. EDT. But the GOP probably isn't worried about losing interest or votes in either South Carolina or Tennessee, both of which are normally reliable Republican states in presidential contests.

TEMPEST OVER A TEMPEST

The Democratic Party chairwoman, who also happens to be a Floridian, is slamming Republicans' decision to continue with their Tampa convention as the Gulf Coast was battered by a hurricane.

She says it's an example of the GOP's "continued focus on winning at all costs."

"I will note that the parties, the special interest fund bashes that were not canceled, went on in spite of the fact that our state was getting hit and Tampa was in the path of the storm," Rep. Debbie Wasserman Schultz said at a press conference Thursday, when asked if Republicans had acted wisely by canceling the first day of their convention.

"I give them credit for canceling the first day," she said. "The way they handled it going forward as the rest of the region was getting battered - probably a challenging situation for them. There are other ways they could have handled it other than the way they chose. They could have taken things down a notch."

After watching the boss try out the podium and the teleprompters, senior aide Eric Fehrnstrom was in no mood to lower expectations. He predicted a great performance from Mitt Romney as he formally accepts the presidential nomination Thursday night.

"These speeches are just as much about the moment as they are about the words," Fehrnstrom said. "One thing we know about Mitt Romney is that he always rises to the occasion.

"This is the biggest speech of his political career. And I have no doubt that he will deliver the best speech of his political career."

Mitt Romney got a standing ovation in the convention hall ? six hours before he was set to take the stage for his speech.

Romney and running mate Paul Ryan stopped in for an afternoon walk-through at the Forum in Tampa, Fla., where Romney formally accepts the presidential nomination Thursday night.

Delegates milling around the mostly empty hall stood and applauded for Romney and Ryan, both dressed in suit and tie.

The two paused for photographs near the podium with campaign staff, including senior adviser Eric Fehrnstrom and policy director Lanhee Chan.

After that, Romney stood at the podium while aides adjusted the height of his teleprompter.

Minutes later, they were gone.

SAY WHAT?

Arizona Republican Gov. Jan Brewer has proclaimed her support for the election of ... Barack Obama?

Clearly just a verbal slip, says her spokesman. The governor's skirmishes with the Obama administration over the issue of illegal immigration are well-known. At one point she was captured on camera pointing an angry finger at the president as they talked on an airport tarmac.

Brewer's surprising comment came in an MSNBC interview Wednesday at the GOP convention in Tampa, Fla., as she renewed her call for improved security on the U.S.-Mexico border.

Brewer said she was hopeful Obama would be elected in November so he could help come up with a solution. She didn't correct herself, nor was she prompted to.

Brewer spokesman Matthew Benson said Thursday that the governor isn't the first person to misspeak amid the chaos of a crowded room.

For the record: Brewer continues to endorse Republican Mitt Romney for president.

A NEW STAGE

Mitt Romney's convention planners transformed part of the Forum overnight, getting ready for the big finale ? the presidential nominee's speech to the nation.

They extended the stage about 12 feet out into the crowd and surrounded the bottom of the steps with a see-through barrier. They're still drilling and working on it, and the podium is gone at the moment. A bunch of people are testing the stability of the new stage now. Currently, the center seats are gone, but there's still a space where they haven't put down new carpeting and it looks like the seats will go there.

A GHOSTLY PRESENCE

Former President George W. Bush may be a ghostly presence at the Republican National Convention, but his brother expects him to get top billing, of sorts, next week.

"He'll be more at the Charlotte convention," joked former Florida Gov. Jeb Bush on "CBS This Morning." He was referring to the Democratic National Convention that begins Tuesday and is likely to feature lots of George Bush-bashing.

Jeb Bush acknowledges that his brother has been a target because voters blame him for the nation's economic problems. The former president has held no place of honor at the GOP convention other than a video tribute.

That doesn't mean he isn't tuning in to the convention.

"I think he's watching it, and I know he's interested in it," Jeb Bush said. "He's curious about this country. But his attitude is, 'Look, I had a chance, I served, I did my best. It's Mitt Romney's night. It's his turn.'"

World marks day of the missing

BELGRADE, Serbia (AP) ? Tens of thousands of people around the world are missing today because of armed conflicts or human rights abuses such as abductions and illegal arrests and detentions.

As it prepares to mark the International Day of the Disappeared on Thursday, the International Commission on Missing Persons urged governments to provide families with answers about the fates and whereabouts of their missing loved ones. Human rights groups called such disappearances a crime against humanity that must be stopped.

WHO IS A MISSING PERSON?

Individuals reported missing because of in-country or international armed conflicts, or disturbances that require action by a neutral and independent body. Also, people who have been taken into custody by officials who refuse to publicly acknowledge that or conceal the fate and whereabouts of the disappeared persons.

WHICH ARE THE MOST PROMINENT CASES?

ARGENTINA ? Some 13,000 people are officially considered missing, thanks to the 1976-83 dictatorship in the military junta's campaign to eliminate political dissenters. Human rights groups say that number is 30,000. People were kidnapped, thrown in the back of trucks and taken to clandestine torture camps. Many were drugged, chained and thrown alive from airplanes into the Rio de la Plata river. A "Never Again" commission formed shortly after Argentina's democracy was restored in 1983 documented thousands of crimes against humanity during the military regime, but hardly any of the violators were prosecuted until Nestor Kirchner was elected president 20 years later.

BOSNIA ? Bosnian Serb troops overran the U.N.-protected enclave of Srebrenica in July 1995, killing an estimated 8,000 people. Most of the Bosnian Muslim men and boys were executed and buried in mass graves. Serbs tried to hide the crime by digging up the graves and distributing the remains in several other secret sites. The process led to the bones of the same people being found in several graves, or not found at all. More than 10,000 people, out of the 14,000 people still missing from the 1991-95 wars in the former Yugoslavia, are linked to the Bosnian conflict.

CAMBODIA ? In 1975-1979, Cambodia's brutal Khmer Rouge orchestrated a genocidal reign of terror ostensibly aimed at creating an agrarian utopia. By the time it was over, an estimated 1.7 million people were dead from executions, starvation and overwork. That number includes many missing people. Although several hundred mass grave sites have been found, most were never dug up. There has never been any comprehensive research or study to determine the number of missing. Countless families in Cambodia today have missing relatives who were never found and are presumed dead. A U.N.-backed tribunal was set up in 2006, but after six years and $160 million it has just begun the trials of three top Khmer Rouge leaders and only convicted former prison chief, Comrade Duch.

IRAQ ? An estimated 15,000 people have been missing in Iraq since the U.S.-led war, which began in 2003 and ended last year. Kamil Amin, a spokesman for Iraq's human rights ministry, said it has created a database of the missing, based on their relatives' accounts of their names, addresses, when they were last seen and the kind of clothes they were wearing when they disappeared. However, the ministry did not ask for international assistance in locating the people "because we consider the cases of those missing people as isolated and criminal cases."

KOREAS ? North Korea abducted about 86,000 South Koreans during the 1950-1953 Korean War and 700 others after it, according to the Seoul-based, government-affiliated National Committee on Investigating Abductions during the Korean War. South Korea has asked North Korea to return the abductees, but the North denies kidnapping them, according to committee official Kim Suk-nam.

TURKEY ? Although many mass graves in Turkey can be traced to the beginning of the century, a map recently published in the daily Radikal highlights the startling extent of such sites dating from the 1990s, when the war between the Turkish state and the Kurdish nationalist Kurdish Workers' Party was at its prime. The bodies of thousands of people were unceremoniously dumped into mass graves, says Amnesty International.

PAKISTAN ? Pakistan has joined a list of countries practicing enforced disappearance. People who have disappeared include foreign and Pakistani nationals suspected of links to terrorist groups and political opponents of the Pakistani government pushing for greater rights for their communities, including Baloch and Sindhis.

SRI LANKA ? Its civil war ended in 2009 after government troops defeated Tamil Tiger rebels who were fighting for a separate state in the country's north and east. Since then both government forces and rebels have been accused of rights violations during the conflict. The government has maintained a heavy military presence in the north, despite international calls for a reduction of troops there. Scores of ethnic Tamils suspected of having links with the rebels have disappeared, and so have several dissidents.

Managerial Self-Deception ? Sustainable Leadership

Try telling a colleague or subordinate that he has a problem, and the depth of his self-deception will become clear.

Helping others see what they?re unable to recognize is a widespread leadership challenge. And it?s one of the prime reasons my clients engage me as an executive coach. It?s especially tricky when we observe blind spots in others, yet are unable to acknowledge it in ourselves.

Even the most astute managers, no matter how much leadership training or executive coaching they?ve had, can harbor self-deceiving tendencies. All it takes is elevated stress for this occupational virus to sideline you?and it?s usually contagious, spreading throughout the work force.

Managers often pride themselves on how well they listen and show interest in subordinates? family members. Some have received training in how to express ?authentic? empathy. But people have keen internal radar systems, and they almost always detect efforts to manipulate them. If they think their boss is trying to outsmart them or clumsily demonstrating a learned management skill, they can smell the hypocrisy a mile away. It?s exceptionally difficult to feign genuine interest.

No matter what we do on the outside, people primarily respond to how we feel about them on the inside. It takes deep honesty and empathy to generate performance gains.

Always remember that no matter how nice you are when ?suggesting? an improvement, your employees will have an internal reaction. That said, there?s no need to go overboard and kill them with kindness. You can be firm, yet invite a productivity or commitment upgrade.

This isn?t easy. Giving feedback that works to motivate improved performance never is. Quite frankly, unless you?ve worked on your own issues, you?ll struggle. Unless you?ve uncovered your own layers of self-deception, through the process of self-development and executive coaching, it will be hard to offer up your own stories and examples to help others improve.

EU condemns Gambia executions, promises urgent response

BRUSSELS (Reuters) - The European Union on Sunday called on Gambia to stop executing death row inmates, and said the bloc would come up with a quick but unspecified response.

Gambia, in West Africa, had declined on Friday to confirm or deny an Amnesty International report saying that nine of its 47 death row inmates had been killed overnight on Thursday.

President Yahya Jammeh said in a speech last Monday that he planned to execute all of the country's death row inmates by mid-September.

"I strongly condemn the executions which have reportedly taken place on Thursday 23 August 2012, following President Jammeh's stated intention to carry out all death penalties before mid-September," EU foreign affairs chief Catherine Ashton said in a statement. "I demand the immediate halt of the executions."

The European Union has previously condemned death sentences passed in Gambia, but Sunday's statement went further by indicating that action might follow.

"In light of these executions, the European Union will urgently consider an appropriate response," Ashton said. She reminded Gambia of a commitment to respect human rights in an accord between the bloc and a number of African countries.

The EU opposes the death penalty worldwide and frequently issues statements asking countries to halt executions, but the language it used in Sunday's statement was far stronger than usual, showing particular concern over Gambia's rapid killings.

EU aid to Gambia is currently scheduled at 65.4 million euros under the current version of the European Development Fund, which lasts from 2008 to 2013. The aid funds projects in areas such as infrastructure and governance.

Jammeh's speech - in which he said the executions would "ensure that criminals get what they deserve" - has already drawn condemnation from the African Union and Great Britain.

Amnesty said in a press release issued on Friday it had "credible reports" that nine people, including two Senegalese nationals, were removed from their prison cells overnight Thursday and executed. Three of the reported executed had been sentenced for treason, it said.

Utah NBC affiliate won't air show about gay couple

SALT LAKE CITY (AP) ? A Mormon church-owned NBC affiliate in Utah won't air an upcoming sitcom about a gay couple that invites a surrogate mother into their home as they try to have a baby because the station deems the content inappropriate for its audience.

"The New Normal" is set to debut Sept. 11 on NBC.

"After viewing the pilot episode of 'The New Normal,' we have made the decision to keep it off our fall schedule," Jeff Simpson, CEO of KSL's parent company, Bonneville International, which is owned by The Church of Jesus Christ of Latter-day Saints, told the Deseret News.

"For our brand, this program simply feels inappropriate on several dimensions, especially during family viewing time," Simpson told the newspaper, which also is owned by the Mormon church.

Simpson did not respond to a request for comment Monday from The Associated Press.

He told the newspaper the show's offensive dialogue and explicit content make it an inappropriate fit for the station.

NBC defended the program, noting it makes "a statement about the changing definition of the nuclear family."

"The show is against bigotry and hatred in every form and will make that point whenever characters say outrageous or unacceptable things about race, religion, sexual identity, disability, or tolerance of people outside the definitions of 'normal,'" the network said in a statement Monday.

The Gay and Lesbian Alliance Against Defamation sharply criticized KSL's decision.

"Same-sex families are a beloved part of American television thanks to shows like Modern Family, Glee and Grey's Anatomy," GLAAD President Herndon Graddick said. "While audiences, critics and advertisers have all supported LGBT stories, KSL is demonstrating how deeply out of touch it is with the rest of the country."

Over the years, KSL has deemed several other shows inappropriate for its viewers, including "Saturday Night Live," which instead airs on Salt Lake City's KUCW.

Last year, the station declined to air the short-lived 1960s period drama "The Playboy Club," noting it, too, was inappropriate material for its audience.

In 2002, KSL decided not to broadcast an episode of the "Tonight" show because it was set to feature the creators of a stage act called "Puppetry of the Penis."

A year later, KSL joined WNDU-TV, the NBC affiliate owned by the University of Notre Dame in South Bend, Ind., in declining to air the short-lived new sitcom, "Coupling." The show was a remake of a BBC sitcom focusing on the sex lives of a group of friends.

The university-owned station noted at the time that the show's sexual jokes "push the envelope well beyond the boundaries of our community's standards."

KSL officials said their decision came after a barrage of Utah viewer complaints over network promotions for the show.

Bonneville International, KSL's parent company, also owns radio stations in Los Angeles, Seattle and Phoenix.

PFT: Players think replacement refs bad for game

With the NFL doing its best to whistle past the graveyard as it pertains to the issue of replacement refs, they?re ignoring the fact they seem to be the only ones willing to believe it?s not an issue.

Owners may keep saying it?s not a big deal, but coaches who have been expressly warned not to make it an issue keep talking.

Now the players are chiming in.

In a Sporting News poll of 146 players from 29 teams, 132 (90.4 percent) said games would be negatively impacted by the use of replacement officials.

Of those 132, 71 said the game would ?suffer greatly? while 61 said there would be a ?marginal? difference.

Only 14 players in the survey thought it would not impact the game.

The poll included a collection of quotes from anonymous players, but Lions defensive end Kyle Vanden Bosch was willing to put his name on his thoughts.

?It?s hard for guys who?ve been officiating for 10, 12, 15 years in the NFL to get it right, and there?s so much going on and so many rules changes that it?ll be difficult if there?s guys that have no experience coming in and officiating games,? he said. ?And with the big emphasis on player safety and the changes to player safety, as a player you want to make sure that you have capable officials that get it right.?

If more players were willing to do what Vanden Bosch did, it might make a difference.

Until then, the league has no compelling reason to not keep leaning on the regular officials to take a deal they don?t want, simply because it can.

France says air exclusion zone in Syria possible

France indicated that it would consider supporting a partial no-fly zone over Syria, turning the screws on President Bashar al-Assad's regime as fighting rages in Damascus and second city Aleppo.

French Defence Minister Jean-Yves Le Drian however warned that shutting all of Syria's air space would mean "going to war" and would require a willing international coalition that has not yet materialized.

Speaking on France 24 television, Le Drian called for considering a partial closure of Syria's air space, as suggested by US Secretary of State Hillary Clinton.

"A possible delimited zone around which there could be a ban of some sort, such as suggested by Hillary Clinton, should be studied," he said.

Le Drian said a "global no-fly zone" over Syria was ruled out as it would be tantamount to grounding all Syrian aircraft, which could not be done unless there was "an international coalition capable of doing it."

Foreign Minister Laurent Fabius also indicated separately in a press conference that France was weighing a possible no-fly zone.

In his interview, Le Drian stressed that France would not accept a political transition in Syria without Assad stepping down. "His departure comes first," he said.

The French defence chief also stressed that France would not get involved without a UN mandate.

"We would only be able to intervene in Syria... if there are international legal norms," he said. "Without international legal norms, we can't do anything."

Clinton said earlier this month that the issue of imposing safety and no-fly zones around ravaged cities such as Aleppo "need greater in-depth analysis." She said Turkey and the United States had agreed to deliberate further moves.

Syrian ally Russia has rejected the proposal.

Turkish and US officials Thursday held their first "operational planning" meeting aimed at hastening the end of Assad's regime.

Clinton announced plans for the forum following talks in Istanbul on August 11 as Washington signalled it was looking for new ways to put pressure on Assad after his traditional allies Beijing and Moscow blocked action at the UN Security Council.

UCI asks USADA to explain case against Armstrong

GENEVA (AP) ? The International Cycling Union will wait for the U.S. Anti-Doping Agency to explain why Lance Armstrong should lose his seven Tour de France titles before commenting on the case.

The sport's governing body said Friday it expects USADA to submit documents "to the parties concerned," as the case threatens to wipe a cycling icon almost out of the record books.

"The UCI recognizes that USADA is reported as saying that it will strip Mr. Armstrong of all results from 1998 onwards in addition to imposing a lifetime ban from participating in any sport which recognizes the World Anti-Doping Code," the Switzerland-based organization said in a statement.

"As USADA has claimed jurisdiction in the case the UCI expects that it will issue a reasoned decision" explaining the action taken, the UCI said, adding that legal procedures obliged USADA to fulfill this demand in cases "where no hearing occurs."

Armstrong has chosen not to pursue an arbitration hearing where he could have fought charges brought by U.S. anti-doping officials that his teams doped when he won the Tour from 1999-2005.

The UCI and USADA have engaged in a turf war over who should prosecute allegations against Armstrong.

Armstrong disputes that USADA has power to re-write cycling results, and uncertainty remains over what role the ASO sports promotion company which organizes the Tour de France will have in the process.

Armstrong insisted his decision to decline arbitration was not an admission of guilt, but a refusal to enter a process he believes is unfair.

"Lance has never withdrawn from a fair fight in his life so his decision today underlines what an unjust process this has been," Johan Bruyneel, Armstrong's longtime coach, wrote on his personal website on Friday.

Still, USADA chief executive Travis Tygart said the UCI was "bound to recognize our decision and impose it" as a signatory to the World Anti-Doping Code.

USADA maintains that Armstrong used banned substances as far back as 1996, including the blood-booster EPO and steroids, as well as blood transfusions.

The agency also claims to have blood tests from 2009 and 2010 which were "fully consistent" with doping, at a time when Armstrong was monitored by the biological passport program run by the UCI.

USADA wants to annul all Armstrong's race results from August 1998. At the 2000 Sydney Olympics, he won a bronze medal in the road time trial.

The International Olympic Committee said Friday it will await decisions by the U.S. agency and UCI before taking any steps against the rider.

Even if Armstrong loses the legal battle, the UCI would still be able to regard him as its 1993 world champion in the men's road race in Oslo, Norway.

Ryan Refuses to Explain "Forcible" Rape as Dems Attempt More Akin-izing of the GOP Ticket

The comments of Todd Akin are bringing scrutiny, goosed by Democrats and the Obama campaign, to the views on social issues of the GOP ticket.

Yesterday we saw the Obama campaign blast out an email from women's health care activist Sandra Fluke referring to "Akin, Romney and Ryan"; over a Paul Ryan rally in Pennsylvania yesterday, Moveon.org flew a banner referring to "Romney, Ryan and Akin" being bad for women; and when the Republican party reaffirmed its anti-abortion plank yesterday, making no menion of exceptions for cases of rape or incest, the Obama campaign repeatedly referred to it as the "Akin Amendment."

This morning brings the latest example - attention to that "forcible rape" language in legislation co-sponsored by Akin, Ryan (and 225 other members of the House). The legislation, the "No Taxpayer Funding for Abortion Act," restricted the exceptions to "an act of forcible rape or, if a minor, an act of incest" for federally-funded abortions. That language was changed.

In an interview to air this morning in Pittsburgh on KDKA,Ryan refused to even engage in a discussion of what "forcible" rape - as opposed to other kinds, such as statutory rape - meant.

Ryan said that Akin's "statements were outrageous, over the pail. I don't know anybody who would agree with that. Rape is rape period, end of story."

KDKA Political Editor Jon Delano asked: "Should abortions to be available to women who are raped?"

Ryan opposes abortions in all cases except for when the life of the mother is at stake, which is different from Mitt Romney's position - Romney would also carve out exceptions for rape and incest.

"I'm proud of my pro-life record," Ryan said. "And I stand by my pro-life record in Congress. It's something I'm proud of. But Mitt Romney is the top of the ticket and Mitt Romney will be president and he will set the policy of the Romney administration."

"You sponsored legislation that has the language 'forcible rape,'" Delano noted. "What is forcible rape as opposed?"

"Rape is rape," Ryan interrupted. "Rape is rape, period. End of story."

"So that forcible rape language meant nothing to you at the time?" Delano asked.

"Rape is rape and there's no splitting hairs over rape," Ryan said.

Ryan scoffed at Obama campaign suggestions that he and Romney would restrict access to birth control. "Nobody is proposing to deny birth control to anybody," he aid, arguing that voters are not "going to take the bait of all these distractions that the President is trying to throw at them."

Mitt Romney's plan for energy independence

In what his campaign is billing as a major policy speech, Mitt Romney will unveil an energy plan Thursday that would give states the power to determine whether drilling and mining should occur on federal lands within their borders as part of a larger effort to increase domestic oil, coal and natural gas production and achieve energy independence.

Under current law, the federal government controls oil, coal and gas permits for federal lands. But in a speech at an oilfield services company in Hobbs. N.M., Romney will argue that determination should be up to state officials, insisting individual states are in a better position to "develop, adopt and enforce regulations" on local basis than the federal government--which his campaign says has been unduly influenced by Washington politics.

A policy paper released ahead of the candidate's speech by the Romney campaign argues President Barack Obama "has intentionally sought to shut down oil, gas and coal production in pursuit of his own alternative energy agenda."

In his speech, Romney will contend that loosening regulations on the energy industry will benefit taxpayers by lowering gas costs and reducing the cost of consumer goods, which have increased as companies pay higher energy prices. He'll argue that allowing more federal drilling will not only bring money back into the nation's budget but would result in lower energy prices that could create jobs, lower the trade deficit and increase the nation's security.

"Allowing for greater domestic energy production will be of immense benefit when it comes to jobs and affordable energy for working Americans and middle class families," Ed Gillespie, a senior adviser to the Romney campaign, said in a conference call Wednesday previewing the candidate's speech.

The push is part of what Romney will tout as effort to achieve energy independence by 2020, a plan that also includes expanding offshore energy development along the coast of Virginia and North and South Carolina as well as approval of the Keystone energy pipeline linking Canada to the United States.

Romney's speech comes amid criticism that he hasn't been specific enough about what exactly he would do as president. A Romney aide acknowledged some of the ideas Romney will talk about Thursday he's pitched previously on the campaign trail. But aides insisted the speech will offer more details about how Romney's policies would work as part of a larger effort to improve the economy. Romney will also press the idea that government is standing in the way of the U.S. achieving energy independence?an argument the presumptive Republican nominee has made in the past.

"The challenge in getting there is not about the resources we have. It's not about the technology we have. It's about the government we have," Oren Cass, Romney's domestic policy director, said. "The real question is are we going to pursue the political reforms that will allow us to develop the resources to their fullest."

But the Romney campaign presented different calculations than what has been previously suggested about the impact of the candidate's proposed policies, including the impact of drilling on federal lands. A recent Congressional Budget Office report suggested opening nearly all federal lands to drilling would yield just $7 billion in government revenue over the next decade?a vast difference from "trillions of dollars" estimated by the Romney campaign.

Asked about the disparity, Cass said the campaign was including revenues from both onshore and offshore drilling on federal lands and suggested the CBO had produced lower numbers by not including lease payments, royalties and taxes certain to be earned in coming "years and decades."

"If you keep in mind that this is something that America is going to be able to sustainably produce over years and decades, the aggregate total is much higher," Cass said.

Ahead of Romney's speech, the Obama campaign suggested Romney still wouldn't be specific enough about his energy plans. And an Obama surrogate questioned his close ties to the energy industry. On Tuesday, Romney raised roughly $7 million during a fundraising swing through Texas, which included a finance luncheon with energy industry leaders.

"Gov. Romney is expected to lay out lofty energy goals, but how will he actually get us there?" Federico Pena, a former energy secretary under President Bill Clinton, said in a statement issued by the Obama campaign. "Only two days after a fundraiser hosted by the CEO of major oil companies, Romney is expected to defend billions in oil subsidies while opposing efforts to use oil more efficiently and develop homegrown alternative energy.?We will never reach energy independence by turning our backs on homegrown renewable energy and better auto mileage."

But the Romney campaign rejected criticism of Romney's ties to the energy industry and insisted his proposals will benefit all Americans.

"Unleashing those resources? the beneficiaries of that are consumers and families and workers who will get the benefit of more jobs and more affordable energy," Gillespie said.

Romney is set to speak in New Mexico at 12:55pm ET.

Man indicted in shooting at conservative group office

A Virginia man was indicted on federal and local charges for last week's shooting of an unarmed security guard at a Christian lobbying group in Washington, federal authorities said on Wednesday.

A grand jury in U.S. District Court returned an indictment against Floyd Lee Corkins II, 28, of Herndon, Va., U.S. Attorney Ronald Machen Jr. said in a statement with James McJunkin, assistant director of the FBI's Washington field office, and Washington Police Chief Cathy Lanier.

On August 15, Corkins walked into the Family Research Council, which lobbies against same-sex marriage, and told the guard, "I don't like your politics," according to court documents.

"The defendant retrieved a firearm from his backpack, pointed it at the security guard, and opened fire, striking the guard in the arm," Machen said in the press statement.

"After being wounded, the guard moved toward the defendant, wrestled the firearm away, and subdued him," the statement added.

Corkins was indicted on a single federal offense of interstate transportation of a firearm and ammunition, which carries a maximum penalty of 10 years in prison.

He also was indicted on two District of Columbia offenses, including assault with intent to kill while armed and possession of a firearm during a crime of violence. The former carries a mandatory minimum of five years in prison and a maximum of 30 years. The latter carries a mandatory minimum of five years in prison and a maximum of 15 years.

Corkins, who has been in custody since his arrest after the shooting, was scheduled to appear in court on Friday for an arraignment and detention hearing.

Authorities said Corkins, a volunteer at a Washington gay and lesbian community center, was carrying Chick-fil-A sandwiches at the time of the midmorning shooting. The fast-food chain's president has publicly opposed gay marriage.

J.P. Duffy, spokesman for the Family Research Council, said the group had no immediate comment on the indictment.
